Long Summary

This article reviews the history of income support for carers from the 1980s until present, finding that within this, paid work has been prioritised over care. Furthermore, findings show that gender inequality has not been considered in income support for carers and the authors urge for this to be addressed to reduce the competing demands on women to participate in paid work and care.

    Key Messages for Carers

  • Eligibility for the carer payment has been extended in Australia in recent years and this has led to a wider uptake
  • Gender has not been considered in this payment and this is one reason why many carers struggle to balance paid employment and care

  • Key Messages for Policy Makers

  • Gender should be considered in proposals for income support for carers to avoid gender discrimination
  • A social investment discourse has meant that paid work is prioritised over care
  • Women are more likely to feel the pressure to participate in paid employment and caring roles
